Haga's hugely popular win was the 32-year-old Motor Italia Yamaha rider's first win since Brands Hatch last August and the 21st of his career.
It also moved him up to third place in the championship.
After taking to the podium wearing a clown's wig and bow tie, Haga said: "Today was a special day because of it is my papa's birthday and I'm very happy for the result because in the first race I was fourth and in the second I won.
"A big thank you to everyone at Yamaha because we had some problems in race one with the tyres not working, but they were excellent in race two.
"
The race got underway without world champion Troy Bayliss after medical teams ruled him unfit to compete following his crash in the earlier race, meaning Haga inherited pole position.
He made it count as he led into the first corner, but was passed by race one winner James Toseland at the Old Hairpin on lap one as the local hero set out to grab the first double win of his career.
It was not to be though for the 2004 world champion, as his Ten Kate Honda ground to a halt at the start of lap five with what appeared to be an electrical failure.
Haga inherited the lead from his Yamaha team-mate Troy Corser, but soon the two were coming under pressure from Biaggi, who made up ground after his customary bad start.
The Italian took the lead on lap 15 of 23 at Fogarty's esses, only to slide wide at the very next corner and cede the position to Haga. He looked to have sealed the race a lap later when he repeated the move and held it.
But 'Nitro Nori' refused to give up and took full advantage when Biaggi slid wide on the last lap, denying the Italian the victory that would have taken him level on points with Toseland at the top of the championship.
A disappointed Biaggi said: "At the last turn I made a little mistake and it cost me the race. It's frustrating but it happens.
I accept it and I now look for the next races and hope to have a better one.
"We could have been level with James, but we are five points behind, so we are still very close."
Corser completed the podium with Ruben Xaus riding an excellent, if lonely, race to fourth - his best result of the season - on his Sterilgada Ducati.
Fifth was Lorenzo Lanzi on the only works Ducati in the race.
Kawasaki should have had two bikes in the points but Fonsi Nieto's crash on lap 13 left Regis Laconi to take sixth place on his PSG-1 run machine.
Seventh was Roberto Rolfo's Ten Kate bike with Czech rider Jakub Smrz taking the best finish of his career in eighth on a two-year-old Caracchi Ducati.
Karl Muggeridge and Max Neukirchner completed the top ten for Alto Evolution Honda and Suzuki Germany.
British wildcard runner Aaron Zanotti made it two finishes from his debut weekend in 16th on his SMT Yamaha but Dean Ellison retired his Pedercini Ducati.
