SURGOINSVILLE - David Wayne Jennings, 37, 1004 Derwood Court Apt. 2, Kingsport, was charged with rape of a child Friday stemming from an incident involving an 11-year-old girl in Surgoinsville.
The incident is alleged to have occurred on Feb.
22 while the victim was spending the night at a residence on Church Street in Surgoinsville.
Jennings is accused of penetration and of exposing himself to the child. During an interview with Surgoinsville Police Department Officer Scott Fink on March 7, Jennings allegedly admitted sexual penetration of the child.
Jennings remained lodged in the Hawkins County Jail on Sunday on $20,000 bond.
I totally agree with you all on the bond issue, but I have to disagree with something Janice said. How can you sit there and decide that people don't deserve a second chance?
Granted he did something very wrong to a little girl, and I believe that these crimes should come with a punishment of life in prison, but everybody deserves a second chance no matter what. On another note I wish people would stop complaining about where their freakin tax dollars go, because think about it this way, if it weren't for your tax dollars that they used, that man in the example you used, wouldn't have been tracked at all.So he could've been raping little girls at random and the authorities wouldn't have even known where he was.
So think about that for a little while and focus on what our tax dollars are being used on and what the authorities are doing to help society instead of focusing on what they aren't doing.

This is a prime expample of our judicial system gone terribly wrong.I urge you to contact your government officials (www.tennesseeanytime.org) and pressure them to pass a comprehensive form of Jessica's Law which would automatically give this creep 25 to life if he is convicted, and I have no doubt he will be some 20 years on down the line.
I have communicated with and received emails from Governor Bredesen regarding harsher penalties for sexual pretators and he is of the opinion that we can electronically monitor these perverts. (Did you read about the convicted sexual offender who cut his bracelet off to ride a limo to the Jerry Springer Show Garbage Pit )? The cost is passed on to taxpayers to the tune of $6,000+ per monitoring device.
And even at that you can tell where they are but you cannot tell there is a child there also. I would say to our city, county and state officials that until it happens to one of your children, grandchildren, or other relative, you will simply live under the dilusion that it is ok to try to rehabilitate these kinds of people. WAKE UP!

Danny and Dale you guys 100% right. I try to keep an open mind when reading news stories and try to think there may be more than what is reported.But in a case like this when a man ADMITS to raping an 11 year old child; he shouldn't be allowed to walk the streets. This judge needs to be held accountable and thrown off the bench. If a judge is gonna make a mistake in a case like this, make it on the side of being too harsh(not that I think you can be too harsh in this case).
Zero tolerance when it comes to child rapists. Rest assured Bill O'Reilly will get this news story.

You have got to be kidding me? He can get out on $2000.00.
This should give him enough time to act again against another child. This is a prime example of our judicial system today. The story above this was a man cauaght with crack cocaine and he is held without bond?
