Mar 22, 2007 Matthew Mann remains the only candidate on the ballot for city treasurer in the coming Democratic primary after Judge Maria Musti Cook bounced the other two candidates for improper campaign filings. Musti Cook released her decision today, directing that Sterling Von Nickerson and Robert Lambert be stricken from the ballot. Nickerson's financial statements had been challenged by York City Council President Cameron Texter.
Lambert's circulation petitions had been challenged by Nickerson. Musti Cook heard testimony in both complaints earlier this week in York County Common Pleas Court. Musti Cook found that Lambert failed to change his address with the Office of Elections and Voter Registration resulting in the loss of his status as a 'qualified elector duly registered.
' Only qualified, registered electors are allowed to circulate petitions for themselves or other candidates under state law election law. Musti Cook ruled that two petitions circulated by Lambert with the incorrect address were therefore invalid. The petitions carried 89 signatures, leaving Lambert with only 80 signatures, 20 too few to stay on the ballot.
