When a tape revealing the murder of a congressman (Jason Robards) falls into the hands of Robert Clayton Dean (Smith) he doesn't understand what lengths corrupt NSA agent Thomas Reynolds (Voight) will go to to get it back. Nor does he understand how advanced the electronic resources of the NSA are - until he meets mysterious electronic surveillance expert Brill (Hackman).
